1946-1948
British withdrawal from South Asia created the independent dominions of India and Pakistan while partitioning Punjab and Bengal. The Event
Decades of anti-colonial mobilization had made continued British rule untenable, while wartime pressures, the 1942 Quit India campaign, electoral polarization, and competing constitutional demands intensified conflict over the form of independence and minority security.
Partition created India and Pakistan, divided institutions and armed forces, and produced enduring disputes over Kashmir and other borders. Refugee resettlement reshaped cities and property, while survivors carried memories of violence, loss, and interrupted community across generations.

Cabinet Mission Arrives — March 24, 1946
A British cabinet delegation arrived to negotiate the transfer of power and a constitutional framework. Its plan proposed a union with grouped provinces and limited central powers.
Direct Action Day — August 16, 1946
The Muslim League called mass demonstrations to support the demand for Pakistan. Communal violence in Calcutta killed and displaced thousands and was followed by further reprisals elsewhere.
Interim Government Formed — September 2, 1946
An interim government led by Jawaharlal Nehru took office, and Muslim League members joined later. Cooperation inside the executive remained strained.
Britain Announces Withdrawal — February 20, 1947
Prime Minister Clement Attlee announced that British rule would end no later than June 1948. The deadline increased pressure for a rapid political settlement.
Mountbatten Partition Plan — June 3, 1947
British, Congress, League, and Sikh leaders accepted a plan to partition British India and accelerate independence. Provincial votes and boundary commissions followed.
Indian Independence Act — July 18, 1947
The British Parliament enacted legislation creating the dominions of India and Pakistan and ending imperial authority over princely states. Administrative division proceeded under severe time pressure.
Independence and Partition — August 15, 1947
Pakistan became independent on August 14 and India on August 15. Celebrations coincided with rapidly escalating migration and violence in Punjab and other regions.
Radcliffe Award Published — August 17, 1947
The new boundary lines for Punjab and Bengal were published after independence. Communities learned which state they had been assigned to as violence and population movements accelerated.

Realism
Cabinet Mission Arrives
Britain was bankrupt, its army stretched from Palestine to Malaya, and the 1946 naval mutiny had shown that Indian forces could no longer be relied upon to hold India. The mission arrived because the capacity to stay had gone, and everyone in Delhi and London knew it.
Direct Action Day
Jinnah abandoned constitutional negotiation for demonstration because he judged that only the threat of disorder would force Congress and Britain to concede Pakistan. The calculation was correct about its effect and catastrophically wrong about its control, and thousands died in Calcutta within days.
Interim Government Formed
Two parties that intended different outcomes shared an executive, and each used its ministries to prepare for the split. Liaquat Ali Khan's budget targeted business interests aligned with Congress. Coalition government between parties with incompatible objectives is competition conducted from inside the machine.
Britain Announces Withdrawal
Announcing a departure date without a settlement removed Britain's remaining leverage and transferred the pressure to the Indian parties. It was calculated: a deadline forces agreement or forces partition, and Britain had concluded it could no longer bear the cost of either delay.
Mountbatten Partition Plan
Mountbatten moved independence forward to August 1947 because he judged that delay meant civil war, and the compression left no time to move populations, divide an army or police a new border. The speed that avoided one catastrophe substantially caused another.
Indian Independence Act
A statute of a foreign parliament created two states, divided an empire's assets and extinguished authority over hundreds of princely rulers, and took effect three weeks after enactment. Legal form was preserved to the last day, which mattered for what the successors inherited.
Independence and Partition
Two states celebrated independence while their populations were being killed on the roads between them. Neither government had the police, troops or administration to control the Punjab, and the Boundary Force of fifty thousand was hopelessly inadequate. Sovereignty arrived before the capacity to exercise it.
Radcliffe Award Published
The line was drawn by a lawyer who had never been to India, in five weeks, from outdated maps and census returns, and published two days after independence so that Britain would not have to administer the consequences. The timing was a decision, and it was made in London's interest.

Cabinet Mission Arrives
A weakened imperial power tried to transfer authority in a way that preserved a single successor state, partly to keep a large defence partner in the Indian Ocean. That objective shaped the plan and failed. Retreating powers rarely control the shape of what replaces them.
Direct Action Day
Communal violence spread because the state's coercive capacity had been hollowed out: a police force of divided loyalties, a British administration preparing to leave, no authority with both the will and the means to intervene. Order collapsed where enforcement had already been abandoned.
Interim Government Formed
The interim government was a rehearsal for partition: each side building administrative capacity, placing officials and assessing what it would inherit. Once the outcome looked inevitable, both parties shifted from bargaining over the union to positioning for the division of its assets.
Britain Announces Withdrawal
The decision followed a sterling crisis, a fuel crisis and the American loan, and preceded the retreat from Greece and Palestine by weeks. Imperial withdrawal was a general adjustment to a capability that no longer matched commitments, and India was the largest item on the list.
Mountbatten Partition Plan
Dividing the army before the border was drawn left both successors without the means to control the territory they were inheriting. Partitioning a state's coercive apparatus while its frontier is undetermined is close to a guarantee of disorder, and the Punjab is what it produced.
Indian Independence Act
Two states emerged with a disputed frontier, a divided army and no agreement on Kashmir, and were at war within ten weeks. The structural conditions for that conflict were created by the Act itself, and the resulting rivalry has organised South Asian politics ever since.

Roughly fifteen million people moved and somewhere between several hundred thousand and a million died, in a security vacuum where each community armed because the other had. The dynamics were those of anarchy, operating within a territory rather than between states.

Withholding the award until after the transfer meant neither new state could deploy forces to the areas it was about to receive. The sequence guaranteed that the most dangerous districts would be unpoliced at the moment their fate was announced, which is what happened.

Cabinet Mission Arrives
The mission's plan proposed a federation with a weak centre and grouped provinces, an attempt to reconcile majority rule with minority security. Every constitutional device for that problem was on the table. The failure was not for want of designs but for want of trust between the parties.
Direct Action Day
The Muslim League's demand rested on a real problem: in a unitary democracy with a permanent Hindu majority, what protects a minority? The failure to answer it institutionally is what made partition seem the only guarantee, and majoritarian democracy supplied no other.
Interim Government Formed
An executive drawn from parties that would not accept each other's legitimacy could not function, whatever the constitutional design. Responsible government requires an agreed framework within which parties contend, and the framework itself was what the parties were contending about.
Britain Announces Withdrawal
A Labour government elected on a domestic programme faced a choice between funding the welfare state and holding India by force, and chose the first. Democratic priorities at home ended an empire abroad more decisively than any nationalist campaign could have.
Mountbatten Partition Plan
Provincial assemblies voted on partition and Sylhet held a referendum, so the division carried some democratic authorisation. But majorities decided the fate of minorities in every unit, which is precisely the problem partition was meant to solve. Voting reproduced the dilemma at a smaller scale.
Indian Independence Act
Both dominions received full legislative sovereignty and the power to write their own constitutions, which India used to produce one of the most ambitious democratic documents of the century. The Act granted the autonomy, and what was done with it diverged immediately.
Independence and Partition
Nehru's speech at midnight spoke of a tryst with destiny and of ending poverty, ignorance and inequality of opportunity, and the constitution that followed embedded universal suffrage and fundamental rights. The promise was made in the same hours as the killing, and both are part of the founding.

Communities learned from a published document which country they were in, after independence, with no appeal and no provision for those on the wrong side. Decisions of this magnitude taken without consultation or recourse are experienced as arbitrary, and were.

Cabinet Mission Arrives
Both Congress and the League accepted the plan and interpreted the grouping clauses differently, so agreement existed on the text and not on its meaning. Ambiguity that permits acceptance without consent postpones a breakdown rather than preventing one, and the breakdown came within months.
Direct Action Day
Once killing began, each community's fear of the other became self-confirming, and no institution existed that either side trusted to protect it. Security dilemmas operate inside states as well as between them, and the absence of a credible neutral guarantor is what makes them lethal.
Interim Government Formed
The League joined the government while boycotting the constituent assembly, taking the executive power while refusing to participate in writing the constitution. Partial participation of that kind gives a party influence without commitment, and it made the assembly's work unusable as a basis for union.
Britain Announces Withdrawal
A credible deadline changes every party's calculation, because the option of waiting for better terms disappears. It also compresses negotiation into a period too short for careful work. The mechanism that produced agreement is the same one that produced an unprepared partition.
Mountbatten Partition Plan
Seventy-three days separated the plan's acceptance from independence, in which time an army, a civil service, a railway system, a treasury and a currency had to be divided. No institutional design could be adequate at that pace, and the improvisations became permanent.
Indian Independence Act
Dividing the assets required arbitration on the treasury, the archives, the railway stock and the army down to individual regiments and printing presses. Partition committees worked at extraordinary speed, and the disputes they could not settle became grievances between two new states.

Nothing had been arranged for the transfer of populations: no corridors, no registration, no reception, no protection. States were established without any machinery for the largest migration in history, which was foreseeable and was not planned for because there was no time.
Radcliffe Award Published
Radcliffe was given contradictory criteria, contiguous majority areas plus other factors, and no mechanism to weigh them. He burned his papers afterwards. A procedure designed to produce an unchallengeable line instead produced one nobody could evaluate, and disputes over it persist.

Cabinet Mission Arrives
Britain was transferring sovereignty rather than being expelled, and the forms mattered: negotiations, constitutional plans, a legislated transfer. Decolonisation conducted through the procedures of the society of states allowed the successor to inherit membership, treaties and standing intact.
Direct Action Day
Britain retained sovereignty and the legal duty to maintain order, and did not use the forces available to suppress the violence. The gap between formal responsibility and actual willingness defined the final year of the Raj and shaped everything that followed.
Interim Government Formed
The viceroy still held reserve powers and used them sparingly, presiding over a government whose members were preparing to separate. Sovereignty formally rested in London while authority had passed to Indian parties, an interval in which nobody was clearly responsible for anything.

Britain framed the transfer as the fulfilment of a long-standing commitment to Indian self-government rather than as a defeat. That framing preserved its standing and allowed both successors to enter international society as members rather than as breakaway territories.
Mountbatten Partition Plan
Princely states were told that paramountcy would lapse and they must accede to one dominion or the other, a wholesale reordering of several hundred sovereignties by administrative instruction. The status of these polities was extinguished with remarkably little argument.

Both dominions were admitted to the United Nations within months, and India later reshaped the Commonwealth to accommodate a republic. Decolonisation via statute gave the successors immediate standing, which many later independence movements had to fight for.

Two new sovereigns entered international society at the moment of a humanitarian catastrophe within their own borders, and no external actor had standing to intervene. The rule of non-intervention applied from the first day, which is what sovereignty meant then and largely still means.

An external arbiter divided a subcontinent and the parties accepted the result because they had agreed in advance to be bound. That acceptance held, mostly, and the border survives. Arbitration worked as a technique even where the outcome was widely regarded as unjust.

Cabinet Mission Arrives
The argument was whether India was one nation with a large minority or two nations sharing a territory, and no constitutional formula can settle a disagreement of that kind. What was at stake was identity, and the negotiations kept producing mechanisms for a question mechanisms cannot answer.
Direct Action Day
The Calcutta killings transformed abstract constitutional argument into visceral communal fear, and made Pakistan feel to many Muslims like survival rather than politics. Violence constitutes the identities it claims to defend, and after August 1946 the two-nation theory described a reality it had helped create.
Interim Government Formed
Every appointment, every portfolio and every symbolic question became a test of whether India was one polity or two, because the participants understood their acts that way. Ordinary administration was read as constitutional argument, which made routine government impossible.
Britain Announces Withdrawal
The date was later brought forward by ten months, and the acceleration is what turned an orderly transfer into an emergency. Once departure was certain, the meaning of every remaining month changed for the people who would have to live on the other side of it.
Mountbatten Partition Plan
Partition was accepted by leaders who had spent decades opposing it, because by mid-1947 the alternative had become unimaginable to them. The range of thinkable options had narrowed under a year of violence, and that narrowing was the decisive political fact.

Villages discovered on 17 August which nation they belonged to, and people who had been neighbours became foreigners by publication. The award made concrete what had been an argument about identity, and the line then created the identities it purported merely to record.
