Iranian Revolution

The regime killed demonstrators over a newspaper article, and the killings produced mourning ceremonies at forty-day intervals that produced further killings. Repression that is severe enough to enrage and insufficient to terrify is the worst available option, and the state chose it repeatedly.

Four hundred people died and each side blamed the other, and the government's inability to establish the facts was itself decisive. A state that has lost credibility cannot exonerate itself, because nobody will believe its investigation whatever it finds.

Martial law was declared overnight and troops fired on a crowd that had not heard of it, and after that no compromise with the monarchy was available. There is a point past which repression forecloses the concessions that might have saved a regime, and this was it.

Oil workers stopping production removed the revenue on which the state ran and the export on which its foreign standing rested. This was the movement's most effective weapon, because it attacked the regime's material base rather than its legitimacy.

He left with no arrangement for return, having failed to find either a general willing to impose order or a politician able to negotiate one. A ruler who departs to allow a compromise he has not secured has abdicated, whatever the announcement says.

He returned to a country whose government still nominally held power and immediately appointed a rival one, forcing every institution to choose. Creating a competing authority and daring the state to arrest you is a technique that works when the state has already lost its nerve.

A referendum offering a single option, Islamic Republic yes or no, produced ninety-eight per cent approval and settled the form of the state. The question was the instrument: controlling what is asked determines the answer more reliably than controlling the count.

The Shah's position rested on American support, oil revenue and an army built for external defence, none of which addressed an unarmed urban opposition. A state configured for one kind of threat is often helpless against another, and this army had no doctrine for the streets.

The regime's coercive apparatus was extensive and its intelligence service feared, and neither could control the interpretation of an event. Repressive capacity is of limited use in a contest over meaning, which is what a revolution largely is.

The army was conscript, largely from the same social groups as the demonstrators, and firing on crowds began the process that ended in its disintegration five months later. Using an army against its own population tests its cohesion, and few survive the test.

A state whose income comes from a single export is acutely vulnerable to anyone who can interrupt it, which is the standard weakness of rentier states. The concentration that made the Shah independent of taxation also made him dependent on a few thousand workers.

The United States lost a pillar of its Gulf position overnight, and the strategic consequences ran through the next four decades. When a regional ally collapses internally, the sponsoring power discovers how little of its position it actually controlled.

Millions in the streets constituted a form of power the army could suppress only by killing on a scale it would not survive. Numbers are a capability, and in the specific condition of a demoralised conscript army they are decisive.

An American general had been sent to assess whether a coup was feasible and concluded it was not, and Washington then advised against one. The patron declining to underwrite a coup removed the last option available to the officers considering it.

The new state defined itself against both superpowers, neither East nor West, and was at war with Iraq within eighteen months while holding American diplomats hostage. A revolutionary state that antagonises every major power simultaneously acquires a very difficult position.

Political parties, unions and independent press had been suppressed for twenty-five years, so opposition had nowhere to organise except the mosques, which the regime could not close. Eliminating every secular channel determined who would lead the movement when it came.

With no free press and no independent judiciary, no institution existed that either side would accept as an arbiter of what had happened. The absence of credible public inquiry converted an atrocity into a rumour, and the rumour was more damaging than the truth.

The Shah had begun a liberalisation the previous year, releasing prisoners and easing censorship, and the opening allowed the movement to organise. Reform undertaken from weakness often accelerates what it was meant to prevent, which is among the oldest observations about revolutions.

Strike committees, bazaar closures and coordinated stoppages across ministries showed a society organising itself against the state without any legal framework for doing so. Civil society reappeared very fast in a country where it had been suppressed for a generation.

Bakhtiar was a genuine constitutional liberal appointed far too late, expelled by his own party for accepting office, and lasted thirty-seven days. Moderate alternatives appear in revolutions at the point when nobody is prepared to accept them.

The coalition that brought him back included liberals, nationalists, communists and clerics, united only in opposing the Shah. Broad coalitions win revolutions and then fracture, and the ones without weapons or organisation lose the fracture, as they did within two years.

Bakhtiar's constitutional government dissolved because no institution would enforce its authority, not because it was voted out. Legality without compliance is a formality, and the last constitutional government of the monarchy discovered this within hours.

Liberals and nationalists who had wanted a democratic republic were offered a choice that excluded their option, and most voted yes anyway rather than appear to defend the monarchy. Framing effects of that kind determine outcomes where the alternative is unspeakable.

The forty-day mourning cycle supplied a ready-made schedule of assemblies that required no organisation and could not be banned. Movements succeed when they can use an existing institution for coordination, and Shia mourning practice provided a nationwide one.

Later proceedings under the Islamic Republic attributed the fire to Islamist arsonists, which was not the account that circulated in 1978. The record was established after the political outcome, which is when such records usually get made.

The government simultaneously loosened controls and imposed martial law, sending contradictory signals about what would be tolerated. Inconsistent enforcement is the worst regime strategy: it neither deters nor conciliates, and it convinced both sides that the state was unsure.

Strikes are a coordination problem: each participant risks everything unless enough others act. Solving it required the bazaar's credit networks, the mosques' communication and the oil unions' organisation working together, which is a considerable institutional achievement.

The constitution provided for a regency council and a prime minister, and the machinery functioned formally while commanding no obedience. Institutions continue to operate on paper long after they have lost the authority that made them work, which conceals the collapse briefly.

He had directed the movement from Paris through cassette tapes distributed by mosque networks, a distribution system the state could not intercept. Control of a channel the government cannot monitor is worth more to an opposition than any formal organisation.

Revolutionary committees had already taken over police stations, broadcasting and local administration in many cities before the formal collapse. The new order had built parallel institutions during the strikes, so there was something to take over with.

The constitution drafted afterwards created a supreme jurist above the elected president and parliament, an institutional design ensuring clerical control regardless of elections. Structure was the mechanism, and the elected bodies have contested it unsuccessfully for four decades.

Iran was a member in good standing of the society of states, an American ally, an oil supplier and a regional pillar, and its internal collapse was nobody's business under the rules. Non-intervention meant the crisis developed without external involvement until it was finished.

Neither the deaths nor the disputed responsibility engaged any international mechanism, because both fell entirely within domestic jurisdiction as it was then understood. The society of states had no standing to inquire and sought none, which is exactly the gap that later commissions of inquiry and human rights machinery were built to fill.

Casualty figures were disputed by an order of magnitude, and no international body could establish them. The absence of any recognised mechanism for investigating state violence against civilians was normal in 1978 and would be less so twenty years later.

World oil prices rose sharply as Iranian exports collapsed, so an internal political struggle became an international economic event within weeks. The interdependence established in 1973 meant that a strike in Abadan was felt at filling stations in Europe, and that other states now had an interest in Iran's domestic outcome they could do nothing about.

Governments that had dealt with the Shah for decades scrambled to establish contact with an opposition they had never cultivated. International society's relationships run through regimes, and when a regime falls the relationships have to be rebuilt from nothing.

France had allowed him to broadcast freely from exile, judging him a spent religious figure. Asylum granted casually to an exile who then takes power is a recurring hazard of the society's hospitality, and Paris has provided several examples.

Recognition of the new government followed quickly from most states, since it plainly controlled the territory. International society's test is effective control rather than legitimacy of origin, and it was applied here in the usual way.

The new republic rejected the premises of the states system, calling for revolution across the region and seizing an embassy, and was gradually socialised into behaving as a state. International society absorbs revolutionary powers slowly and usually successfully.

The article attacking Khomeini insulted him personally and by implication the clergy as a whole, and the response was about dignity before it was about politics. Regimes routinely underestimate how much of their vulnerability lies in questions of respect.

What mattered was that hundreds of thousands believed the state had burned its own citizens alive, whether or not it had. Political belief of that kind operates as a fact, and this one moved the movement from protest toward the demand that the monarchy end.

The day acquired its name immediately and became the moment after which the movement's aim was the end of the monarchy rather than its reform. Events acquire names when they have crossed a threshold, and the naming helps to fix that they have.

Rentier oil wealth had funded a modernisation that many Iranians experienced as foreign and imposed, and the oil workers' strike turned the regime's proudest asset against it. The symbolism of that reversal was understood on all sides.

Crowds celebrated across the country and the monarchy's mystique evaporated in a day, after two and a half thousand years of Iranian kingship. What had seemed a permanent feature of the country turned out to be a belief, and beliefs can end abruptly.

Asked on the flight how he felt returning after fifteen years, he answered nothing, which was reported worldwide. Whether read as spiritual detachment or as coldness, the reply became part of a persona that was itself a political instrument.

Officers who had spent careers as the monarchy's guarantors decided within days that the monarchy was finished, and their reassessment was decisive. Elite expectations about who will win are self-fulfilling, and they shifted faster than anyone had predicted.

An Islamic Republic was a genuinely new category, neither traditional monarchy nor secular republic, and the term had to be filled with meaning after it was ratified. States sometimes adopt an identity before knowing what it entails, and then spend decades arguing about it.
